Throttling ISPs revealed

With the help of an opt in plugin for the Azureus BitTorrent clientlinks, we have found out which ISPs really throttle and shape peoples traffic, no matter of what their public policy is.

The plugin measures TCP resets, which are when the provider actively revokes connections and delinks them. It has come up with the obvious Comcast on top, but is followed by some surpising results. There is also a list of the "best ISPs" which are mostly in central Europe, unsuprisingly.
