1. SURF THE STORED RINGTONES. Select and play a tone online to test. Hit Send. MyxerTones sends the tone in the right format in the right way so that you can save it as a ringtone on your phone. Pretty simple, eh?
2. CREATE YOUR OWN TONE. Upload an open format tune. Cut it to make your tone snippet. Hit Send. MyxerTones creates and send your selected tone. It couldn't be much simpler.
3. SHARE & SELL IT. Create an artist account. Create your tone. Pick a price or make it free. Hit Save to publish it on their directory. Or send a web link or SMS code.
Uploading was not generally reliable when I tested. I recommend uploading to a web server and then using the URL with an artist account.
MyxerTones is the product of Florida-based mVisible Technologies, which landed $3 million in Series A funding.
The only problem with MyxerTones is that it's TOO cool and easy to use. Just like YouTube, there is nothing to stop users from posting copyrighted content. And they do. If the site gets too popular, it's only a matter of time before it invites a visit, and lawsuit, from your friendly neighborhood RIAAman.

You mentioned difficulties uploading: I'd be really interested in hearing about what problems you've experienced so that we can work to correct them. We're uploading 30,000+ files a day, and I'd hate to think we could be doing even more if we improved the infrastructure.
Another cool option you might want to check out: MyxerMagic (http://www.myxertones.com/about/magic/)
lets you send content you find on the web directly to your phone - without having to upload it first! It current only works with images, but expect to see support for other media formats (audio, video) soon.
As regards people uploading copyrighted content. We're working really hard on several different fronts to try to prevent copyrighted stuff from being shared on MyxerTones. One of the biggest things we've done is create the MyxerIndies program. Artists apply for MyxerIndie status, which is only granted after one of our staff (a human!) verifies that they are, in fact, an independent artist with original material. Only MyxerIndie content is listed in our catalog, and only MyxerIndies can charge money for content.
We also maintain an abuse@myxertones.com alias to allow copyright owners or the community at large to send us links to potentially infringing content.
