France wants to ban you from the internet

France has decided, with it's new thatcher style administration, that it will be banning people from the internet, should they be caught 3 times pirating material.

Getting banned from the internet is one of those funny concepts internet message boards think up, but could France actually implement a system such as this that works effectively? Blacklisting name and other details could probably prevent people from buying an internet connection, but cafes and the like are still available, how do they plan to stop that?

This sounds like another one of those plans which sounds fantastic when pitched but can never be enforced, but we shall see.
