France cracks down on "the scene"
"The Scene" is where all pirated content pretty much comes from, see all those group names in the releases your downloading? PARADOX, Carnage, SAPHiRE? They are groups of people within the "scene" who release and distribute pirated content between themselves, before someone else leaks it out to the public.
France has begun to crack down on those groups who originally aquire the content, and in the recent months 3 members of CiNEFOX have been arrested, and now 4 members of CaRNaGe have gone down as well.
It's always a struggle for the authorities to find people within the scene as it is very much a hidden affair that people can only get into by being able to contribute things themselves.
